Cofundos.org enables its users to place bids on projects they like. Bids are binding commitments to make a donation amounting to the bid amount of money when the project was successfully realized. Bids can be changed (or even completely revoked) at any time until the (project on which the bid was placed) goes to the offer-voting-phase, i.e. the phase when all bidders are requested to vote about which project implementation offer to accept. Bids can by no means be changed or revoked after the offer-voting-phase started. This explicitly includes the cases when the bidder voted against the acceptance of a specific project implementation offer or against the acceptance of the final result, but the weighted majority of the bidders accepted that implementation offer or final project result.
Since bidders can bid different amounts of money, their votes in all votings regarding the project on which they were bidding will be weighted according to the amount of money they were bidding. However, if the specialist realizing the project was also bidding on the same project he will not be allowed to vote about the acceptance of his own work. The use of multiple accounts to circumvent this rule is strictly prohibited.
Users interested and capable to realize and implement a certain project can submit offers for the implementation. The offer includes an expected timeframe for the realization and an amount of money, the specialist requests to be donated to him when the project was successfully completed. Offers can be changed (or even completely revoked) at any time until the (project on which the offer was placed) goes to the offer-voting-phase. After the offer-voting-phase started offers can nether be changed nor revoked. Once the weighted majority of the bidders voted to accept a certain offer the respective offerer is responsible to provide a solution to the project as was offered by him.
After the specialist who was selected to realize a certain project notifies Cofundos.org of its completion or after the proposed timeframe elapsed, all voters are invited to vote whether the project was completed successfully and the requirements agreed on by the offerer are met by the provided solution. All project results have to be released to the public under an open-source license approved by the Open Source Initiative (OSI). If the weighted majority of the bidders accepts the solution the project is successfully completed and Cofundos.org sends a donation request to all bidders. If the weighted majority of the bidders rejected the solution no donations have to be made. All donations are made directly to the offerer. No payments or donations have to be made to Cofundos.org. Donations to the specialist realizing the project are by no means payments for delivering a specific product or service.
In order to prevent cases where a small number of bidders marginally outvotes other bidders with the intention to tamper an adequate decision, Cofundos reserves the right to additionally require the unweighted majority of voters to accept a certain decision. This procedure will be implemented solely to prevent fraud and will be performed on on a case by case basis when a significant number of bidders appeal.
Confundos.org reserves the right to mark profiles of bidders who failed to make the promised donations or to disable the respective accounts completely.
